Unqualified Staff Charged for Botched Surgeries at Florida Clinic

Port St. Lucie, Fla. – Four individuals are facing multiple charges following an investigation into botched cosmetic procedures performed by unqualified staff at Cosmetica Plastic Surgery and Anti-Aging, which has since closed. The investigation began in May 2022 after the Department of Health filed a criminal complaint against the clinic and several of its employees.

The complaints alleged that cosmetic surgeries, including “liposuction 360s,” “Brazilian butt lifts with fat transfer,” “tummy tucks,” and “breast augmentations,” were performed by a physician assistant rather than a licensed surgeon. Four victims suffered complications such as necrotic skin at the surgical sites, with procedures costing between $6,800 and $22,900.

Key Individuals and Charges

Adley DaSilva, 51: Allegedly performed surgeries without a U.S.-licensed surgeon present. He faces charges including RICO violations, aggravated battery with great harm, grand theft, organized fraud, and practicing medicine without a license. DaSilva was arrested in Martin County on June 14.

Kiomy Quintiana, 41: DaSilva’s wife, who also lacks a U.S. medical license, is accused of performing Botox injections and treating surgical complications. She was arrested in Palm Beach County on June 13 and faces charges including RICO violations, grand theft, organized fraud, and practicing medicine without a license.

Dianne Linda Millan, 52: A surgical technician involved in the unauthorized surgeries, was arrested in St. Lucie County on June 13. She faces charges of RICO violations.

Fermal Lee Simpson, 74: An anesthetist who participated in the unauthorized surgeries, was also arrested in St. Lucie County on June 13 on charges of RICO violations.

A fifth suspect remains at large with an active warrant for RICO violations.

Investigation Findings

Assistant Police Chief Leo Niemczyk revealed that the clinic originally operated legitimately with a licensed doctor. However, the staff allegedly took over the business and performed procedures without the doctor’s knowledge.

Cosmetica Plastic Surgery and Anti-Aging, located at 1941 Southeast Port St. Lucie Blvd., closed in 2023. The police department urges anyone who believes they were a victim of the clinic to contact Detective Amy Maloveczky at 772-871-5001.
